I TRANSMIT to you herewith copy of a letter from the War Office, together with

a copy of the answer which has been returned to it, on the subject of the withdrawal of troops from North China.*

"I should be glad if you will furnish me with your opinion as to whether a reduction or withdrawal of the troops (exclusive of the Legation guards at Peking) can now be effected, and also with any observations which you may have to offer generally upon the subject.
