No result having been reached by negotiations at Paris, a protest should now be entered, subject to your concurrence, on behalf of His Majesty's Government against a step which they can only regard as a violation of the spirit of the undertaking given by Chang in 1905. His Majesty's Government reserve the right to raise question of advantages to which that arrangement fairly entitles them.
