Foreign Office, March 10, 1909. I HAVE received your despatches Nos. 12 and 64 of the 6th January and the 10th February last, relative to the action of the Provincial Government at Canton in placing restrictions upon the sale of opium.

His Majesty's Government concur in your view that the terms of the rules issued by the Provincial Government in September 1906 can scarcely be held to constitute a violation of British Treaty rights.

Copies of correspondence with the India Office and Colonial Office on the subject

are inclosed for your information.*
