My telegram No. 53 of the 25th instant. British and Chinese Corporation have received to-day a telegram from Bland stating that a firm offer for Hupei section of Hankow-Ichang line on terms similar to their Preliminary Agreement for Canton-Hankow line has been made by Germans.
Sir F. Satow's despatch No. 340, Very Confidential, of the 1st October, 1903, gives notes exchanged with Chinese Government respecting question of capital for railway, which also appears to be covered by assurances given by Chang, as reported in Sir E. Satow's despatch No. 316, Confidential.
