SECTION 1.
Foreign Office, March 25, 1909. (Telegraphic.) P.
CANTON-HANKOW Railway Loan. My telegram No. 51 of the 24th instant and your telegram No. 68 of the 25th instant.
If the simultaneous negotiation of Hupeh section of Haukow-Szechuan line is a sine qua non to present negotiations, British group, although opposed to it, will certainly compete. At a meeting of the three groups, proposed at Paris on the 2nd April for resuming negotiations, they will raise the question of the claim put forward by Germans (which they are unable to understand) to nominate Engineer for that section. Bank meanwhile have been informed by Bland that Cordes has been given till the Is this the 29th instant by Chinese Government to conclude Final Agreement.
