He said that he had never heard of the Conference which
had taken place in Berlin on March 1st, but that the
point of view of the Imperial Government was unaffected
their point of view was that they could not recommend
the German group to break a fait accompli vis-à-vis
the Government of China.

See my telegram No.69 of April 4th.
The German Government have informed His Majesty's
Ambassador at Berlin that they could bring no pressure
to bear on the German group, but that if the agreement
were stopped by the action at Peking of His Majesty's
Government they would have no objection whatever.
The German Government take the point of view that
they cannot recommend the German group to break with
the Chinese Government now that the matter has reached
the stage of a fait accompli.
