Paris, March 16, 1909. WITH reference to my despatch No. 186 of the 8th April, 1907, I have the honour to transmit to you herewith, extracted from the "Journal Officiel" of to-day's date,* a copy of a law authorizing the Government of Indo-China to raise a loan of 53,000,000 fr. (2,120,000) at the charge of the Colony for the construction of the Yunnan Railway. The conditions of the issue of the loan, the rate of which is not to exceed 3.75 per cent., will have to be submitted to the Ministers of Finance and of the Colonies for their approval.
