Peking, November 11, 1908. WITH reference to your letter of the 9th instant respecting the Pukow-Sinyang Railway, I have to inform you that at an interview at the Wai-wu Pu on the 11th August last I inquired what course the Chinese Government proposed to adopt in order to discharge the Preliminary Agreement, and was informed that in the opinion of the Ministers present there would be a long delay before anything could be done. Until the Tien-tsin-Pukow line was finished it was difficult, they said, to consider the question of the connecting link between the two northern trunk lines. They could not speak authoritatively on the subject as no decision had been definitely taken, but they were not sanguine that the line would be constructed at an early date.

I reminded their Excellencies that any reasonable modification of the original scheme would be acceptable to the Chinese Central Railways, and stated that I should have to press the matter on their attention on a subsequent occasion.

IN accordance with decision our Syndicate we are sorry cannot give Cordes new instructions, but in order to avoid any inconveniences, we propose to meet London at earlier date, say middle or end next week. Anyhow, the 15th does not suit us, so eventually you must fix later date, say 18th.
