Foreign Office, February 23, 1909. THEIR agent at Peking has informed Messrs. Vickers, Sons, and Maxim by telegraph that British and Chinese Corporation, with your aid, are strongly opposing the negotiations for a loan for the construction of new war-ships for the Chinese Government.
We presume that the question has been confused with that of Railway Loan, and that a complete misunderstanding has arisen.
