Question asked in the House of Commons, March 15, 1909,

Sir Herbert Roberts,-To ask the Under-Secretary of State for India whether, in accordance with the instructions given to the British Commissioners at the Inter- national Opium Conference at Shanghae, namely, to support the gradual suppression of the cultivation, traffic, and use of opium within the eastern possessions of the Powers represented at the Conference, it is the intention of the Government of India to carry out this policy in respect of the consumption of opium in India.

Answer.

The British Commissioners were authorized to co-operate with the other Commis- sioners in suggesting measures with regard to opium which might be of assistance to the Chinese Government in carrying out their opium policy. The recommendations adopted by the Commission will, when received, be communicated by the Secretary of State to the Government of India for consideration, so far as they concern India, and for report as to the action to be taken thereon.
