Foreign Office, February 22, 1909. I HAVE received your despatch No. 7 of the 6th ultimo respecting a proposal by the Chinese Board of Finance to levy an additional tax on foreign opium.
His Majesty's Government approve the terms of the notes addressed by you on the 14th December, 1908, and the 2nd ultimo protesting against the measure proposed by the Chinese Government.
