Foreign Office, Alarch 5, 1909. HANKOW-CANTON Railway Loan (see my telegram No. 40 of yesterday). Until the Agreement has been ratified the Germans refuse to withdraw their offer of Tien-tsiu-Pukow terms. They suggest, however, that a meeting for the purpose of reaching an agreement should take place earlier, probably towards the end of next week.
An embarrassing situation would arise should the Germans meanwhile conclude their Agreement and secure the loan. Is there, in your opinion, any danger of this?
