Paris, February 27, 1909. MR. ADDIS has informed me that he and the representative of the French group signed to-day, as accepted in principle and subject to confirmation by their respective groups, the Memorandum of the 26th instant in regard to the Hankow-Canton Railway. Mr. Addis leaves for Berlin to-morrow, and he has asked that, as he has no code with him, the above may be communicated to the Hong Kong and Shanghae Bank.
