Hillier carrying out Addis' instructions and ac-
companied by Casenave has seen German Agent and pressed
that signature may be delayed.
Chinese, Cordes pleaded, are pressing him, but
he has promised to inform Hillier when about to sign
and to delay signature as far as possible.
The impression was conveyed to Hillier that Ger-
man Minister is responsible for pressure exerted and
wishes to score a diplomatic success.
I understand that he has suggested that you
should be induced to influence German Government to
give instructions to defer action to German Minister.
