I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 8th December, 1908, transmitting a copy of a Memorandum regarding the proposed Working Agreement for the British and Chinese sections of the Canton-Kowloon Railway.

2. The Secretary of State has already been in communication with the Governor of Hong Kong in connection with this matter, and he learns that Sir F. Lugard is anxious that the general principles upon which the joint Working Agreement is to be framed should be settled as soon as possible. Sir F. Lugard considers, however, that expert advice will be needed in view of the technical questions involved, and has asked that he may be provided with the services of an officer, preferably with Indian experience, who has practical acquaintance with the working of joint Agreements between lines under separate ownerships.

3. Lord Crewe bas accordingly been in correspondence with the Secretary of State for India on the subject, and it has now been arranged that the Government of India will communicate direct with the Governor of Hong Kong with regard to the loan of an officer.
