Sir,
22, Austin Friars, London, February 18, 1909. WITH reference to your letter of the 16th instant, and my acknowledgment of yesterday's date, I am instructed to inform you that the proposals in question were submitted to the Board at their meeting to-day, and that they found it necessary to cable to China for certain explanations before they could arrive at a decision on the subject. I will communicate with you again in due course, when these explanations have been received and considered by my Board.
