Canton-Hankow Railway Loan. My immediately pre-
ceding telegram.
In the course of a conversation to-day Liang Tun Yen said
that he very much regretted the turn things had taken,
and would do all he could to make amends, but that
Chang was pledged to the Germans. He said that
the British and Chinese Corporation were attempting
"to make a corner against us in Europe". They had suc-
ceeded in securing the adhesion of the French to the
Canton Kowloon terms. The Germans had been approached
with the same object and the combination would have
been completed within a week.
The Agent of the German Bank was clearly the
source of his information.
The Chinese Government recognised, although Chang
was justified in "making his escape", that, for the

loan of 1905, consideration was due to His Majesty's
