FOREIGN troops in North China.
Peking, December 30, 1908.
The German Government have pressed their Minister here, as he privately informs me, to report what is the minimum to which, in his opinion, the German Count Rex, who personally military force in North China should be reduced. disapproves of a reduction, has suggested garrisons of 150 men in Tien-tsin and Peking respectively.
