Foreign Office, February 16, 1909. RUSSIAN settlements at Harbin. See your telegram No. 42 of the 10th instant. I am informing Russian Ambassador, with reference to my communication of the 1st July last, that an appeal for assistance has been addressed to you by a British firm now set up at Harbin, and that the state of affairs there makes it necessary for His Majesty's Government no longer to delay drawing the attention of the Russian Govern- ment to the matter. The hope has been expressed to Count Benckendorff that the suggestion which has been put forward by the United States' Government for a municipality regularized under the Treaties may receive favourable consideration at the hands of the Russian Government.
