Please see your telegram No.37 of the 27th ul-
timo regarding the Canton-Hankow Railway loan.
I communicated to Bland the substance of the
above telegram. He has telegraphed his own views
independently; they will be submitted to you. No
special necessity exists, so far as I am able to form
an opinion, for conciliating the opposition of the
Germans, and I do not think that the Chinese intend
to pass us by. I received Chang-chih Tung's last
letter the day before yesterday. From it I gather
that the Tientsin-Pukou terms are procurable.
If
this is so I should be inclined to recommend that we
accept them rather than by insisting on Canton-Kow-
loon terme risk the indefinite postponement of the
Canton-Hankow railway.
