Shanghae, February 26, 1909, 5·10 P.M. COMMISSION closed to-day. First Resolution recognizes sincerity of China and substantial progress; remaining eight Resolutions recommend: (2) gradual suppression opium smoking: (3) each country to re-examine existing system of regulation in light of other systems, no particular system selected for commendation; (4) reasonable assistance by each country in prevention smuggling to prohibition countries; (5) drastic control, manufacture, distribution morphine; (6) subsequent scientific inquiry into anti-opium remedies and effects of opium as each Government considers necessary; (7) to (9) affect foreign concessions and settlements, only closing devans, prohibition sale anti-opium remedies containing opium and application Pharmacy laws each country.
