Foreign Office, February 10, 1909. WITH reference to previous correspondence, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Secretary of State for India, a copy of a despatch from His Majesty's Minister at Peking,* respecting steps taken by the authorities in Kiangnan for the control of the sale of opium.
Sir E. Grey proposes, with Viscount Morley's concurrence, to approve the terms of Sir J. Jordan's note to the Wai-wn Pu of the 4th ultimo requesting that the provincial authorities may be called upon to exclude foreign opium from the clauses in the new Regulations which apply to wholesale trade; but, before doing so, he would be glad to be favoured with Lord Morley's opinion whether the effect of the Regulations will be to put foreign opium at a disadvantage compared with native opium.
