the inconsiderate action of the Viosroy, which night nave
provoked grove consequences,
I have the honour to invite the serious attention of the
Central Goverment to this matter, and to request that the
Viceroy or canton be given the moet stringent instructions
against seizing s or forcibly interfering with any ship with
a British certificate of registry and flying the British
flag, without a complete and explicit understanding beforehand
with His Majesty's Consular Authorities.
