Your telegram No. 33 of the 23rd instant was communicated to Mr. Addis in Paris between two meetings with the French group which he had. The result is as follows:-
1. The French group do not object to German participation as regards finance. 2. British preferential rights regarding material and engineers are not disputed. 3. The French group do not press for the inclusion in the British share of the loan of the share to be allotted to the Belgian group.
Mr. Addis also interviewed the Minister of Finance. M. Caillaux accepted the last two points, but objected to the first, which he will discuss with the Minister for Foreign Affairs and the other Minister.
To-day Mr. Addis was to leave Paris for Berlin.
