I HAVE received your despatch No. 501, Confidential, of the 4th November, 1908, on the subject of the Railway Settlement at Harbin.
I concur in the views expressed by you to your Russian colleague as to the advantage of converting the whole or part of the land in question into an International Settlement, abandoning the rest of the land, if any, to the Chinese Government.
