his examination of the body of the decansed passenzer.
I next encloge a fairly accurate report of the aquiry
hold by me at this Consulate-femoral on Tuesday and Thursday
December 1st and 3rd., Lake from the Hongkong wily
Press, at which I came to the conclusion that the evidence
against the aroused watchmen was not sufficient to
justify me in handing him over to his Consul on a charge of
manslaughter, and further that decouped'a death was due to

On December 4th. I forwarded copy of the depositions
taken at the enquiry together with my finding to the Viceroy
and in a covering despatch, which forms onclosure No. 4
I asked His Excellency, if satisfied with the docision I had come to, to issue a proclamation which would have the effect of allaying the popular excitement aroused by the #zaporated reports of the caga which had appeared in the
Canton newspapers.
