Ch'an X*uei-lung (Viceroy at Wuchang) has memorialiseć
representing that the Rupel section of the Hankow-Szechuen
railway must for practical purposes be intimately
connected with the Bankow-Canton lino, and requesting
that a Comptroller-General may be appointed to undertako
the chief direction of both systems.
In view of the importance of the Rankow-Canton
railway, the special appointment was recently made of
Chang Chih-tung to be Comptroller-General and whereab

the Hupei section of the Hankow-Szechuan line le natur-
ally complementary to the former railway it is right and
proper that they should be united in order to bring them
to completion at an early date. Chang Chih-tung le
therefore hereby Coremanded to be also Comptroller*
General of the Hopal section of Lho Hankov-zechten
railway, and to consult with the Board of Communications
and the Viceroy of the Hu-Kuang Provinces (Viceroy a
#uchang) in urging the officials and gentry interested
in the scheme seriously to raise funds and start operal-
ions : and the Grand Recretary in further educa:ded to
assume full responsibility in doing away with abuses,
in strictly fixing a limit of time, snd in making all
decisions which may be called for by the cire mstances.
Let the Board of Communications and the Hu-fua q Viceroy.
render him cordial assistance and not in an way tapede
his action, so that authority may be undivided and the
importance of railway development be fully safeguarded.
