Tokió, December 4, 1908. IN confirmation of my telegram No. 71 of the 3rd October, 1908, I have the honour to forward herewith translation of a note received from Count Komura, Japanese Minister for Foreign Affairs, stating that the Japanese Government have decided to signify their consent to the prohibition of the importation into China of morphia and instruments for its injection, and that the fact has already been notified to the Chinese Government through the Japanese Minister at Peking.

(Translation.) Sir,
December 3, 1908. IN a note dated the 11th October of last year, an immediate answer was returned to your Excellency on the subject of the prohibition of the importation into China of morphia and instruments for its injection. I now have the honour to inform your Excellency that the Imperial Government have decided to signify their official consent to the prohibition of such importation, and have already caused the Japanese Minister at Peking to notify the fact to the Chinese Government.
