FOREIGN troops in North China.
Peking, October 23, 1908.
The doyeu of the Diplomatic Corps has been informed by the Russian Minister that a note has been handed to the Wai-wu Pu announcing the Russian Government's intention of withdrawing their troops at present stationed in Peking and Tien-tsin, consisting of 118 officers and men. The right, however, to recall the troops in case of emergency is expressly reserved.
