Peking, October 21, 1908. I HAVE received the following telegram to-day from His Majesty's Acting Consul- General at Mukden, reporting an affray between Japanese soldiers and Chinese police in the Chientao district :----

"I am informed by the local Foreign Office that a detachment of Chinese police who had been sent to protest against the erection of certain barracks by the Japanese in the Chientao district were fired upon by Japanese soldiers.
