My Lords,

The enclosed copy of a letter addressed by me to His Excellency Sir Frederick Lugard, K.C.M.G., C.B., Governor of Hongkong, bears on the question of Note Issues

and the position of legal tender Currency in that Colony. I have been informed in reply that the points raised are

having the consideration of His Excellency, and that I shall

in due course receive a further communication from him.

My object in writing Your Lordships at the present juncture is respectfully to ask that no definite action regarding the matallic or paper issues of the Colony, or the privileges

and monopolies enjoyed in connection therewith, be taken

without my being given an opportunity of personally present-

ing to Your Lordships a statement of the disabilities

entailed by the present conditions, not only on ourselves

but on the Government and community of Hongkong.
