first paragraph of Article 3 of the British Counter-draft, and may therefore be accept- ed. The Board would, however, be glad if further information could be procured as to the amount of protection which the Japan ese law affords to Hong Marks, and they gather that Sir C. Macdonald is endeavour-

ing to obtain this.

Article V. This article appears to

afford protection to the citizens of French Colonies, and it would appear desirable that similar protection should, if possible be afforded to the inhabitants of our own

Colonies and possessions, etc. The Board doubt however whether the Japanese Govern- ment would be disposed to accept a provi- sion to this effect unless His Majesty's Government were prepared to include the reference to Coraans, and should this prove

to be the case they would see no great objection to the inclusion of the particular reference in question.

Article VI. The Board think some

further explanation should be obtained as

to the meaning of this proposed Article. Is it intended to cover only the possessions

territories, etc., which either of the

Contracting Parties may hold or lease in China or Chinese Waters, as would appear to be the case ? If so, the Board would

suggest that, with a view to securing full

reciprocity it would be desirable for the

Article to be redrafted somewhat in the

following form;
