I am directed by the Board of Trade to acknowledge
the receipt of your letter of the 8th instant forward-
ing a copy of a despatch from the Governor of Hong Kon
ng respecting the proposal that legislation should be in-
troduced requiring Asiatic seamen who have engaged on or discharged from foreign ships at Hong Kong to
be engaged or discharged at the Mercantile Marine
Office in that Colony and in reply I am to state
for the information of the Earl of Crewe, that the Board of Trade do not desire to raise any objection to the proposal.

The Board however wish me to take this op-
portunity to suggest that the Governor of Hong Kong should sanction special forms of agreement for lascars
engaged in the Colony, which might be based on the
special form of agreement sanctioned by the Indian
Government for the same purpose in accordance with
the provisions of Sections 26 - 30 of the Indian Act
V of 1883.
