granted in Hong Kong are subject to the provi-
sions for revocation contained in section 27

of the Imperial Act 7 Edward 4 Chapter 29, as
this statute was not in force in 1892. At
the same time it is clearly desirable that
there should be no doubt et on the point;
accordingly I am of opinion that the Hong Kong
Ordinance should be amended in order to make
the position clear.

In connexion with the question of
amendment two points have presented themselves.
The first is concerned with the effect of the
present provisions as to revocation contained
in the Hong Kong Ordinance; the second is one
of policy - namely how far it is proper that
the provisions as to revocation contained in
section 27 of the Imperial Act of 1907 should
he applied to Hong Kong.
