Mr. Laidlaw-To ask the Under Secretary of State for the Colonies, how the sum of $11,613 compensation to the licensees of opium dens closed on 1st March last, voted by the Finance Committee of the Hong Kong Legislative Council on 1st April, was arrived at; and whether, in view of the claim made in the Committee that the sum stould be made good by the British Exchequer, the Colonial Office had been consulted as to the basis on which compensation should be paid.
