WHE
"HEREAS, there was this day read at the Board, the Draft of Additional Instructions to be given to The Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies;
HIS MAJESTY having taken the same into consideration was pleased, by and with the advice of His Privy Council, to approve thereof, and to order, as it is hereby ordered, that the Right Honourable The Earl of Crewe, K.G., one of His Majesty's Principal Secretaries of State, do prepare the said Additional Instructions (which are hereunto annexed) for His Majesty's Royal Signature.
