I have the honour to enclose for the information

of the Secretary of State a copy of a letter which we have

received from the Government of Hong Kong relative to the

office expenses of Sir J. Wolfe Barry & Partners, the

Consulting Engineers for the Kowloon-Canton Railway.

2. Sir J. Wolfe Barry & Partners in accordance with

the Secretary of State's sanction receive their remuneration

in the form of a fixed annual salary paid quarterly plus

their office and other out-of-pocket expenditure in connection

with the work.

3. As the Secretary of State is aware we have

no means of examining or checking such office expenses.

4. In the circumstances the Secretary of State may

perhaps think it advisable that the Colonial Government's

letter should be replied to direct from the Colonial Office.
