95. Mr. J.T. Levis reported his return from leave on the forenoon of 24th. February, 1909 and Me. E.S. Lindsey reverted from the same day to the position of Deputy Chief Engineer, after having asted Chief Engineer for two years continuously. During Mr. Tindsey's incumbenay, and on his initiative, the entire system of accounting for Engineering expenditure has been revised with the result that accounting has been greatly expedited, accuracy is assured and it is now possible for an Engineer to know how he

stania with regard to any work at any time, whereas previous to the change, the scemnts were always in arrears, an Engineer never knew how he stood and could exercise no proper control over his expendi-

ture.

The system of Imprests of Permanent Way Material was also revised by Mr. Lindsey on his own initiative. Hugh stocks of

material had been raihtained on every district much of which was never wanted and all of which was susceptible of large reduction.

are only two of the mumerous measures of reform introduced by Mr.

Lindsey, The whole period of his incumboney has been marked by a

desire to thoroughly overhaul every branch of his business and to

remedy defects wherever they have come to notice. During this

These

period he has also had Engineering problems and projects of great

importance and magnitude to deal with and he has shown himself as ca-

pable on the professional side as he has been on the administrativo.

The two years that he has been acting as Chief Engineer have been

not only years of great activity but they have also been years of

unusual strain, as it was during this period that we took over the

broad Gauge Section and arrangements had to be made in commection

with the Mahanagam festival which involved the entire remodelling of

the Kumbakonam yard and the construction of 14 crossing stations.
