working agreement between the Chinese and British sections of the railway. The Consulting Engineers recommend Mr.E.S.Lindsay as a suitable man for the post at a salary of £2,000 a year. His services may not improbably be required for as much as three years. We would therefore suggest that, if the Secretary

of State approves of such an appointment, the India Office

should be at once approached with a view to to Mr. Lindsey's

services being lent to the Hong Kong Government for that period.
