of the works in progress on the Kowloon-Canton Railway.

2. As a result of Mr. Barry's report, which

embodies their views as well as his own, and after careful

perusal of the views expressed by the Governor in his despatch of the 13th February to the Secretary of State (a copy of which wag, transmitted to us with your letter of the 27th March No. 9334/09) the Consulting Engineers feel themselves reluctantly

compelled to recommend that the present Chief Resident Engineer

should be asked to resign in view of the Colonial Government's

lack of confidence in his judgment which Sir J.Wolfe Barry and Partners admit they now share.

3. They suggest that his place should be filled

by a man who can combine this appointment with that of traffic

adviser to the Colonial Government which will undoubtedly re-

quire a traffic expert in the near future in settling a joint
