With regard to the concluding paragraph of
the Harbour Master's memorandum, it does not appear that the
case at Seattle has any particular bearing on the subject. The
Seattle Authorities no doubt objected to a Chinese crew being
signed off there, as were this agreed to, the Chinese in
question would be allowed to land, with their permission, thus
obtaining an entry into the U. S.
The present system of signing men on before
the Consul of the ship works very satisfactorily. If upset here,
the result will probably be that other nations will retaliate
which will result, not only in considerable delay to vessels
(as the Port Authorities in many cases will not be as accommodat –
-ing and considerate as the Consul of the vessel) while it will
also probably result in a heavy increase in the fees paid by
shipping.
The various Consulates make large sums of
money annually by their fees. It is improbable that their
respective Governments will be willing to forego these fees,
with the result the ship owners will have to pay double fees.
