My Lord,

With reference to Your Lordship's

Despatches Nos. 163 and 274 of the 19th. of last August

and the 15th. ultimo respectively, I have the honour to

enclose a copy of some notes by Mr. E. A. Hewett, dated

the 9th. ultimo on the proposal put forward by the Harbour

Master that all native seamen should be signed on and off

ship's articles before the British Shipping Master and to

inform Your Lordship that upon the advice of Executive

Council, I have decided that it would be inadvisable to

give effect to this proposal at the present time.
