Report on Ordinance No. 41

I have examined the accompanying Ordinance, entitled
An Ordinance to exempt Crown Leases granted in respect of
Foreshore and submerged lands in the New Territories from
a certain condition imposed under the Foreshores and Sea
Bed Ordinance, 1901
and I am of opinim that the Ordinance is one which is not contrary to
the Governor's Instrucions
that
The Foreshores and Sea Bed Ordinance, 1901, requires
Crown Leases proposed to be granted in respect of foreshore
or sea bed should inter alia be published in the Gazette for a
period of one month.
The Ordinance dispenses with this condition as regards
the New Territories where the Gazette is seldom seen and the cost
is deemed unnecessary.
