The humble petition of Frederick
Howell late First Bailiff of the
Supreme Court of Vengkong.

Showeth as follows :-
1. Your petitioner entered the employment of the Coverruent of the Colony of Hongkong in the your 1880 as a member of the
Police Foros.
2.
In the year 1884 your petitionor was appointed by Tis
Excellancy the then Covernor of the Colony assistant bailiff
in the Supreme Court of Hongkong and your petitioner was
subsequently in the your 1890 promoted to the position of First Bailiff of the said Court which appointment he continued to
hold until the happoning of the evonta hereinafter related.

During the whole parlod of his service with the Goverment
of this Colony your petitioner has zealously performed the
duties of his office and it has never been suggested to him that
he has failed in any way in the performance of those duties nor
that he has employed any portion of his time which ought to
have been at the disposal of the Government in recreation or in
work for his own benefit.
4.
On the 15th day of Outcbur 1909, the day after the return
to the Colony of your petitioner from absence on leave in
