The humble petition of Frederick
Howell late First Bailiff of the
Supreme Court of Hongkong.
Showeth as folloWS
1. Your petitioner entered the employment of the Government
of the Colony of Hongkong in the year 1880 as a member of the
Police Force.

In the year 1684 your petitioner was appointed by His
Excellency the then Governor of the Colony assistant bailiff
in the Supreme Court of Hongkong and your petitioner was
subsequently in the year 1890 promoted to the position of First
Bailiff of the said court which appointment he continued to hold until the happening of the events hereinafter related,

During the whole period of his service with the Government of this Colony your petitioner has zealously performed the duties of his office and it has never be on suggested to him that he has feiled in any way in the performance of those duties nor that he has employed any portion of his time which ought to
have been at the disposal of the Government in recreation or in
work for his own benefit.
