proceedings were not instituted as stated on the initiative
of Mr. Tatam, but as soon as the facts came to my Know-
-ledge.

I am informed by the Colonial
Secretary that there is no foundation for the statement
contained in the 11th. paragraph of the Memorial.

The Regulation referred to in
paragraph 12 is not the one under which Mr. F. Howell was
charged. He was charged under Colonial Office Regulation
No. 40 which prohibits an Officer from engaging in trade
or commercial pursuits.
