very careful consideration, and I am satisfied that many
abuses which formerly existed have been removed by the
creation of the Assisted Emigrant class and the safeguards
now imposed.

I trust that the explanations I have
offered will make it clear to Your Lordship that not only
in the particular case under reference but in the whole
question of Chinese Emigration it has been my consistent
endeavour to carry out the policy of His Majesty'a
Government and to use every effort to protect the emigrants
irrespective of any loss to the Colonial revenue and
at the cost of the establishment of a special Emigration
Sub-Department in the Registrar General's office.
