My Lord,
I have the honour to acknowledge your
9 secret despatch of October the 28th relative to the
shipment of Chinese coolies to foreign countries.

I have learnt with great regret that
my action in this matter has caused Your Lordship
considerable anxiety, and that Your Lordship, as I
infer, considers that a grave miscarriage in administration
was but narrowly averted. I shall not fail to give
the fullest effect to the instructions and views
expressed in Your Lordship's despatch on all future
occasions. I trust, however, that Your Lordship will
permit me to offer some further explanation in defence
of my action in regard to this incident, and in regard
to the general question of Chinese Emigration.
