Ordinance ahall be so altered as to apply to 'all existing
electrical undertakings of Goverment Departmenta"".
On 14th. March, 1902, Mr. Chamberlain in-
-formed the Tramway Company's representatives that "the Acting
Governor will be instructed by the outgoing mail to amend the
(394 draft Ordinance so as to secure for all existing or future
telegraph or telephone lines belonging to Government Depart
-ments the same protection which is conferred by Section 21 on
the lines of the Cable Companies".
It is quite clear from the correspondence
quoted that the intention of Mr. Chamberlain was to afford to
the Government Telephones the same amount of protection that was
afforded by Section 21 to the Cable Companies and this inten-
-tion was communicated explicitly to the Tramway Company by
the Secretary of State in his latter of 14th. tarch, 1902.
The failure to insert the words "telephonie
or electric" in line 14 was purely accidental, and if they are
now inserted your clients will have no ground for objection.
The amendments of Sections 23 and 24 are
intended to provide machinery for the settlement of differences
when, by reason of the facts being in dispute procedure by way
of special case is inapplicable.
