My Lord,

I have the honour to acknowledge

the receipt of Your Lordship's telegram of the 17th. of

last September on the subject of Mr. A. Carter and to

confirm my telegram of the 21st. idem replying that there

was no vacancy for him in this Service at present and con-

-curring in Your Lordship's proposal that his leave should

be extended for 2 months. I have also to acknowledge the

receipt of the following Despatches from Your Lordship on

the same subject, viz.:- No. 201 of the 14th. September,

No. 211 of the 17th. idem, No. 221 of the 24th. idem, No.

228 of the 5th. ultimo, and No. 236 of the 14th. ultimo.

The record of Mr. Carter's services

will be found on page 239 of the Hongkong Civil Service

List for 1909. I enclose certificate of his service and I

return, sa requested in paragraph 4 of your Despatch No.
